The Council of Governments is a regional planning body consisting of elected public officials who come from local governments and representatives of political subdivisions who plan for the needs of their communities.
SERVICES
The South Central Council of Governments assists local governments and political subdivisions with regional economic development, Infrastructure Capital Improvement Plan (ICIP), Community Development Block Grant (CDBG), legislative assistance to include providing Capital Outlay assistance and State Board of Finance questionnaires, manage and update the Comprehensive Economic Development Strategy (CEDS) for the region, technical assistance and training, and transportation planning. The Council of Governments also assists local governments and political subdivisions with the administration of programs and projects, to include Fiscal Agent Services, manage and coordinate the South Central Rural Transportation Planning Organization (SCRTPO), provide Fiscal Administration and Administrative Entity services to the Southwestern Area Workforce Development.
INFRASTRUCTURE PLANNING
Assist local government bodies with Infrastructure Capital Improvement Plan (ICIP) development annual updates.
COMMUNITY DEVELOPMENT
Manage and update the Comprehensive Economic Development Strategy (CEDS) for the region. Assist members with identifying potential projects for funding application through the federal Economic Development Administration.
LEGISLATIVE ASSISTANCE
Provide information concerning the needs of our communities to State Representatives and Governor. Additionally, we facilitate meetings and forums with our Legislators, provide Capital Outlay assistance as well as State Board of Finance questionnaires.
WORKFORCE DEVELOPMENT
Provide Fiscal Administration and Administrative Entity services to the Southwestern Area Workforce Development Board and Region IV Chief Elected Officials. Through the Workforce Innovation and Opportunity Act (WIOA), we provide an array of services that are geared toward satisfying the workforce needs of businesses, job seekers, and youth.
REGIONAL TOURISM
Promote regional tourist attractions through the Travel South Central New Mexico initiative. We provide information about our region on our interactive travel website.
TRANSPORTATION
Manage and coordinate the South Central Rural Transportation Planning Organization (SCRTPO), to prioritize, plan, and seek funding for transportation needs of the region. Additionally, we serve as the Fiscal Agent to the South Central Regional Transit District (SCRTD) and provide technical support.
ECONOMIC DEVELOPMENT
Manage and update the Comprehensive Economic Development Strategy (CEDS) for the region. Assist members with identifying potential projects for funding application through the federal Economic Development Administration.
FISCAL AGENT SERVICES
Provide fiscal services to entities with grants or projects, as well as to those who cannot receive state funds due to certain audit findings.
REGIONAL PLANNING
Participate in efforts to improve the welfare of people by planning convenient, safe, efficient, and attractive communities.
